there's so many different types of way someone can get tracked for example GPS that is implanted in the car , or the very same cell phone that you use everyday they can track that to follow you or see where you are if they are suspicious about you they can use all of that to spy on you or try to prevent anything suspicious from happening. All of that is a disturbing someones privacy and that is breaking some rules from the amendments. people have the right to live their lives in secrets and the goverment or anyone should not know what they are doing and there's some problems in all of this too because they can put other people lives at risk because of hackers and people that are trying to hurt people can find information that they are not supposed to have and use it for their advantage.
